Introduction HINDI

Indian Science Congress Association (ISCA) completed hundred years in 2013. In order to mark the occasion, RSCA was formed as voluntary/non-government organization of scientists, educators and teachers (all categories) for promotion, research and development of all forms of science, technology and innovation in the state of Rajasthan to meet the regional aspiration and academic expectations under auspices of Vagyanik Dristicon Society. Its first session was held from 11th to 13th May 2013 at Tagore International School, Jaipur. The 2nd Rajasthan Science Congress will deliberate on both practical and conceptual aspects of STI in accordance with its Five Mission. To devise ways and means to how the contributions and scientific talent of state gets appreciated/popularized or recognized at National and International level. To promote the linking research being carried in laboratories to local problems and needs. The RSC will work for creating appropriate environment for the same at required levels. To establish knowledge net works between universities, colleges and schools for strengthening science education, science, technology and innovation for development. To create an environment in the state for promotion of research in science, technology and development. To help/ construct /educate/ train knowledge societies and prepare them for peaceful coexistence, better quality of life and to equip them to face challenges of 21st century. Importance of the Theme STI are important for the economic and social wellbeing of society. Along with progress in S&T, It is essential to innovate if we have to compete in a globalised economy. India has declared 2010-20 as the decade of innovation. The announcement of Science, Technology and Innovation Policy today lays the roadmap for the development of a national system for encouraging, recognizing and rewarding the innovators in the society, the participation of youth and women are essential to meet development challenges. National Consensus on STI: His Excellency the President of India Shri Pranab Mukhrejee at the inauguration of 100th session of Indian science congress declared “new STI policy has also addressed the issue of right-sizing our research and development system. Balanced economic growth especially in emerging economies like India is of paramount importance. Productive engagement of our youth in agriculture, manufacturing and value based services holds the key for a balanced growth of the country.

The new STI Policy, I am confident, will pave the technology-led path for change ensuring prosperity with peace and inclusiveness’ Hon’ble Prime Minister Dr. Manmohan Singh in recent address at 101st Indian Science Congress in Jammu reflected on emergent aspects of Indian view on STI. “The 2013 Science, Technology and Innovation Policy reflect our ambitions and outline our broad approach. We have strengthened the research and academic base of the country as a critical foundation to achieve these goals. We have also taken a number of measures to make a career in science more attractive. We have worked to create a synergy of academia with research, research with industry, industry with economy and economy with the well-being of our people. All this has made our progress in science in the last ten years very substantial’. Future And Beyond: Prime Minister further said, Friends, although I am not a scientist myself, I have always been deeply aware of the importance of science and its role in the development of our nation. I belong to a generation which drew its inspiration from the life and work of Jawaharlal Nehru, our first Prime Minister, who asked at the dawn of independence: “Who indeed could afford to ignore science today? At every turn, we have to seek its aid … The future belongs to science. The spirit of science and NIS. The spirit of science was so deep rooted in his beliefs that, as early as 26th Decemb1936, he said in a statement he made prior to Independence. “And I hope with Lord Rutherford that in the days to come, India will again become the home of science, not only as a form of intellectual activity, but also as a means of furthering the progress of her people’.

The subsequent Indian science policy statements have echoed similar sentiments as its core objectives. The creation of a National innovation system (NIS) is Shaping the Future: equitable and inclusive Globalization: The “Shaping the Future of an Aspiring India” 2013 and “UN agenda for sustainable development in global partnership beyond 2015” are mile stones and both have emphasized the role of STI in ensuring equitable and inclusive Globalization…The national STI policy 2013 stated “As India aspires for faster, sustainable and inclusive growth, the Indian STI system, with the advantages of a large demographic dividend( two third population below 60) and the huge talent pool will need to play a defining role in achieving these national objectives. STI at core of National development: There are multi-dimensional aspects of STI which require to be addressed, however it needs to be made more participatory and inclusive… So that it is a public endeavor by one and all of the social spectrum including young people, women, deprived and weaker sections, minorities and indigenous communities. India has declared “Innovation” for making of STI enterprise central to National development. Structural and Functional Issues: The key to national prosperity, apart from the spirit of the people, lies in the modern age of development with the effective combination of multilateral factors namely consideration of issues(structural and functional) of STI, access to new and appropriate technologies, equity and social justice for utilization of raw materials, growth and capital, restructuring ( R &D ) for steady promotion in living condition of people and life-saving of vulnerable stocks, involvement of one and all from social spectrum and develop designs to enhance productivity and ensure rising incomes. Since the creation and adoption of new and appropriate scientific techniques can, in fact, make up for a deficiency in natural resources and reduce the demand on capital. But technology can only grow out of the study of science in variety of forms and its application…Secondly innovation deiven growth is no longer prerogative of high income countries and few individuals and STI policy is framed keeping in view of societal developmental goals and inclusive growth. Therefore it is important that STI be integrated into public policy goals, with particular target groups and nexus between STI, culture, education and development. Some Issues related to Indian context for deliberations. Integrate STI for new value creation and enhance global competitiveness. Identification of new areas of research in the field of energy environment food and nutrition.Improving water (resources, purification and distribution), sanitation, Habitat and affordable health care. Eradication of poverty and unemployment and disparities.Skill building and restructure Vocations and vocationalization.Ensure Access, availability and affordability of scientific solutions to large population for inclusive growth.

The designing and developing an inclusive National Innovation System is a collective task and using it as social capital and devise delivery systems is bigger challenge; participation in a mission: a mass movement or Jan Aadolan, for “science for all” with new agenda of “desired outcomes and benefits to all” is central to the proposed theme of the conference., —Dr. P.C.Vyas
